El programa EL4DEV es un extenso proceso Sistémico e Innovador de INGENIERÍA MULTIDISCIPLINARIA, COOPERACIÓN TRANSNACIONAL, EMPRENDIMIENTO SOCIAL y GESTIÓN DEL CAMBIO que utiliza la Tecnología (Tecnologías de la Información, Desarrollo de nuevas energías alternativas y otras soluciones), Entretenimiento transformador (Parques de ocio contraglobalización y Complejos vegetales agroturísticos y agroclimáticos interconectados + Medios orientados hacia lo positivo) y la Investigación y Desarrollo como motores. Este programa está completamente orientado hacia la sociedad y la educación.

Trabajar para cambiar el mundo utilizando de manera noble la cibernética (La ciencia de sistemas complejos y autorregulados) y la reunión de talentos y buenas voluntades a nivel internacional - Iniciar, estimular y mantener un movimiento internacional generalizado de ética, ingeniería colaborativa, construcción colectiva, intercambio de conocimientos y habilidades para permitir el progreso - Enseñar ingeniosamente la interdependencia y elevar el nivel de conciencia a través de experimentos en tiempo real para hacer que las personas (gracias a la tecnología de la información) se conviertan en agentes de cambio positivo y reviertan nuestra tendencia general hacia el individualismo, el materialismo y el pesimismo - Conceptualizar soluciones no convencionales para reescribir los modelos socioeconómicos y de comportamiento existentes y abordar diversos desafíos locales - Actuar de manera singular a nivel local y combinar ingeniosamente las ventajas a nivel global para construir la futura sociedad civil mundial - Un programa contraglobalización en desarrollo - Un proceso que requiere la participación de personas con aspiraciones similares."
